Clark County Jail – Mail Distribution

In order to limit the potential introduction of drugs and other forms of contraband into the facility and ensure the safety and security of inmates, staff and visitors, the Clark County Sheriff’s Office will begin scanning all non-commercial, non-legal U.S. Postal service mail addressed to inmates.  The inmate name and ID Number must be clearly printed on the outside of the envelope along with the sender’s.  Failure to include this information could result in lost or misdirected mail.  Mail items that are not able to be scanned (i.e., pop-up cards, etc.) will be returned to the sender.  The scanned correspondence will be individually delivered electronically to the inmate via the kiosk system.  The original mail item addressed to an inmate will be stored in inmate’s property and will be returned to the inmate upon release.

In addition, friends and family will now be able to attach pictures to email messages sent to inmates in the facility. The contents of email attachments will be scanned for inappropriate material and, if found, could result in the attachment not being delivered and/or disciplinary action.

Normal mail rules continue to apply and content violations may prevent delivery of correspondence and/or email attachments to inmates.  Prohibited materials include but not limited to:
  • Sending, receiving, or possessing contraband or prohibited property.
  • Plans to escape or assist an escape.
  • Plans to disrupt the order or breach the security of any facility.
  • Plans for any activity that violates the law, jail policy, or procedure.
  • Coded messages.
  • Threatening or violent content.
  • Obscene material and information concerning where, how, or from whom obscene material may be obtained.
  • A description or plans for any weapon, explosive, poison or destructive device.
Legal mail will continue to be received at the facility and is considered privileged.  This mail will be opened and inspected (not read) in the presence of the inmate.  If found to be legitimate legal correspondence, it will be provided directly to the inmate.  For magazines, newspapers, or periodicals the “Publisher only rule” applies and will be accepted if they are sent directly from the publisher and approved by the Jail Commander.  Material determined to be obscene will be denied.

Subscriptions to magazines and newspapers must be sent directly by the publisher and delivered via the US Postal Service. All books must ship directly to the jail from one of the following sources (limit of 5 books per shipment)
This new policy will take effect February 3,

Authority of the Sheriff of Clark County, the below listed property is authorized for inmates at the Clark County Jail.  Any property, other than that listed below, transferred to or in possession of an inmate of the Clark County Jail, is considered prohibited property or contraband.  Visitors introducing or attempting to introduce contraband or prohibited property into the facility may be subject to criminal prosecution.
