COVIDcast Geographic Coding

The field returned by the API specifies the geographic location whose estimate is being reported. Estimates are available for several possible s:

  • : County-level estimates are labeled with the county’s five-digit FIPS code. All FIPS codes are reported using pre-2015 FIPS code assignments, except for FIPS codes used by the and sources. These are reported exactly as the sources report their data; see below. FIPS codes ending in are not valid counties, and instead represent “megacounties” we construct; see below.
  • : Hospital Referral Region, units designed to represent regional health care markets. There are roughly 300 HRRs in the United States. A map is available here. We report HRRs by their number (non-consecutive, between 1 and 457).
  • : values that are accepted are the numbers 1-10, corresponding to the US Department of Health & Human Services Regional Offices
  • : Metropolitan Statistical Area, as defined by the Office of Management and Budget. The Census Bureau provides detailed definitions of these regions. We report MSAs by their CBSA ID number.
  • : Designated Market Areas represent geographic regions with their own media markets, as defined by Nielsen.
  • : The 50 states, identified by their two-digit postal abbreviation (in lower case). Estimates for Puerto Rico are available as state ; Washington, D.C. is available as state .
  • : accepted values are the ISO 3166-1 alpha-2 country codes. Currently the only nation we have data on is .

Some signals are not available for all s since they may be reported by their original sources at geographic resolutions which are too coarse.

Small Sample Sizes and “Megacounties”

Most sources do not report the same amount of data for every county; for example, since the survey sources rely on survey responses submitted each day, counties with small populations may have comparatively few survey responses. We do not report individual county estimates when small sample sizes would make estimates unreliable or would allow identification of respondents, violating privacy and confidentiality agreements. Additional considerations for specific signals are discussed in the source and signal documentation.

On each day, in each state, we collect the data from all counties with insufficient data to be individually reported. These counties are combined into a single “megacounty”. For example, if only five counties in a state have sufficient data to be reported, the remaining counties will form one megacounty representing the rest of that state. Megacounty estimates are reported with a FIPS code ending with , which is never a FIPS code for a real county. For example, megacounty estimates for the state of New York are reported with FIPS code , since is the FIPS code prefix for New York.

These megacounty estimates are used on our COVIDcast map and in the county maps produced by our API clients, to color in state backgrounds and graphically represent the “rest of” states whose counties are not all individually reported.

Warning: As sample sizes vary from day to day, the counties composing the megacounty can vary daily; the geographic area covered by the megacounty is simply the state minus the counties reported for that day. The megacounty construction also depends on the specific source and signal. For example, on one day, megacounty may cover a different geographic area for the source than it does for the source. Do not try to compare megacounty estimates across time or between signals.

Abstract:
The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. Block Groups (BGs) are clusters of blocks within the same census tract. Each census tract contains at least one BG, and BGs are uniquely numbered within census tracts. BGs have a valid code range of 0 through 9. BGs have the same first digit of their 4-digit census block number from the same decennial census. For example, tabulation blocks numbered 3001, 3002, 3003,.., 3999 within census tract 1210.02 are also within BG 3 within that census tract. BGs coded 0 are intended to only include water area, no land area, and they are generally in territorial seas, coastal water, and Great Lakes water areas. Block groups generally contain between 600 and 3,000 people. A BG usually covers a contiguous area but never crosses county or census tract boundaries. They may, however, cross the boundaries of other geographic entities like county subdivisions, places, urban areas, voting districts, congressional districts, and American Indian / Alaska Native / Native Hawaiian areas. The BG boundaries in this release are those that were delineated as part of the Census Bureau's Participant Statistical Areas Program (PSAP) for the 2010 Census.
Purpose:
In order for others to use the information in the Census MAF/TIGER database in a geographic information system (GIS) or for other geographic applications, the Census Bureau releases to the public extracts of the database in the form of TIGER/Line Shapefiles.

Accurate against National Standard Codes, Federal Information Processing (FIPS) and the Geographic Names Information System (GNIS) at the 100% level for the codes and base names. The remaining attribute information has been examined but has not been fully tested for accuracy.
Logical_Consistency_Report:
The Census Bureau performed automated tests to ensure logical consistency and limits of shapefiles. Segments making up the outer and inner boundaries of a polygon tie end-to-end to completely enclose the area. All polygons are tested for closure. The Census Bureau uses its internally developed geographic update system to enhance and modify spatial and attribute data in the Census MAF/TIGER database. Standard geographic codes, such as FIPS codes for states, counties, municipalities, county subdivisions, places, American Indian/Alaska Native/Native Hawaiian areas, and congressional districts are used when encoding spatial entities. The Census Bureau performed spatial data tests for logical consistency of the codes during the compilation of the original Census MAF/TIGER database files. Most of the codes for geographic entities except states, counties, urban areas, Core Based Statistical Areas (CBSAs), American Indian Areas (AIAs), and congressional districts were provided to the Census Bureau by the USGS, the agency responsible for maintaining the Geographic Names Information System (GNIS). Feature attribute information has been examined but has not been fully tested for consistency. For the TIGER/Line Shapefiles, the Point and Vector Object Count for the G-polygon SDTS Point and Vector Object Type reflects the number of records in the shapefile attribute table. For multi-polygon features, only one attribute record exists for each multi-polygon rather than one attribute record per individual G-polygon component of the multi-polygon feature. TIGER/Line Shapefile multi-polygons are an exception to the G-polygon object type classification. Therefore, when multi-polygons exist in a shapefile, the object count will be less than the actual number of G-polygons.

Description

COUNTYFIP identifies the county where the household was enumerated, using the Federal Information Processing Standard (FIPS) coding scheme.

COUNTYFIP codes are state-dependent; they must be combined with state codes (see STATEFIP or STATEICP) to distinguish counties located in different states.

Like STATEFIP, COUNTYFIP facilitates merging IPUMS data with data from other sources that use FIPS codes.

Many county boundaries and some county names have changed over time. IPUMS does not impose a uniform county boundary system on the data, so each county listed for a given year in IPUMS should be assumed to have the boundaries that it had in that year.

FIPS codes were first instituted around the time of the 1970 census, so historical counties that were dissolved before then have no FIPS code. COUNTYICP and COUNTYNHG supply codes for the complete history of U.S. county definitions. These alternative variables both use codes based on the 3-digit FIPS scheme with a fourth digit added to distinguish historical counties.

Counties are not identified in public-use microdata from 1950 onwards, so IPUMS instead identifies counties, where possible, from other low-level geographic identifiers. These include State Economic Areas (SEA) in 1950; county groups in 1970 (CNTYGP97) and 1980 (CNTYGP98); and Public Use Microdata Areas (PUMA) from 1990 onwards, including Super-PUMAs (PUMASUPR) in 2000.

COUNTYFIP identifies a county if and only if:

  • it was coterminous with a single SEA, county group, or PUMA; or
  • it contained multiple SEAs, county groups, or PUMAs, none of which extended into other counties.
